I'm wondering how to get in touch with the author of the RPO Decoder app?

I am taking a Perl programing class and thought as a project I would do a CGI RPO decoder in Perl. I would really like to use the RPO codes/description XML data in the app, but I wanted to obtain permission (even though it is just for a school project.)
