Engine swap with Arizona emissions?

Car: 1991 RS Camaro and 1999 Z28
Engine: Twin turbo 5.3 in RS and LS1 in Z
Transmission: Th400 in RS and 4l60E in the Z
Engine swap with Arizona emissions?
I had originally debated on sticking with the stock TBI or swapping out to a different engine but have decided I know I will be dissapointed with the 305....Have had too many 350's and above in my life to stick with it, not to mention the $ to hp numbers will skyrocket.
So my question is what are my engine options? Keeping in mind I want it to pass emissions and don't want to go collector car status with it unless absolutely necessary.
Most of my car building experience came from Wyoming and they don't have emissions there. As far as Arizona goes I've only worked on LS1's and never had any trouble modding those.
So what engines are people in Arizona running that are passing emissions? Another question would probably be what can I or even can't I do but yet still pass emissions?

Also checkout the GM's P/N 12499101 HT383 motor. I think that motor is good swap for TBI cars. Check with the TBI guys in that section of the board.

As long as it will pass the sniffer, you can do just about anything you want. My 92 does not have any emissions equip except a cat and it passes with the "slightly" radical engine that it runs. The 88 also passes with a Miniram'd 383. If you're familiar working on LS1 cars, you could always swap one of those in. The LS1 3rd gen is a bit tougher on emissions then the OBDII cars since it still has to pass a sniffer but you can go pretty large on the cam and still do that if you run cats as part of the exhaust.

After considering my options and pricing stuff out it looks like I am going to go with a 5.3 lm7. In the process of pulling the engine now and will document it in engine swap board. Want to get it done asap so I can go when we decide to meet up in tucson.
