File for your CA VLF refund...
File for a refund of the excessive CA VLF (Vehicle License Fee) using the attached DMV form when you pay your registration after October.
To complete the process:
1. Complete the refund form for each vehicle to be registered;
2. Click "other" in box 11 and insert, "Tripling Car Tax is Illegal. Pursuant to the lawsuit (case # HJTA v. DMV, Sac Co. Sup. Ct. No. 3ASO3665) to overturn this tax, I request a refund;"
3. Mail the completed form with your registration renewal after October 2003;
4. Save a copy of the refund form, your check and DMV bill for your records.

Sacramento - Today, Senator Battin (R-La Quinta) joined other lawmakers in encouraging California drivers to file a refund with the Department of Motor Vehicles when reregistering their cars after this October. Senator Battin pointed out that such action will preserve claims for future refunds should a court rule that the tax increase is illegal. “The tripling of the car tax is wrong and this is one action my constituents can take immediately to fight back,” said Battin.
Senator Battin is strongly supporting the lawsuit to overturn the Governor’s decision to increase California’s Car Tax by 300% and is working with other lawmakers to have it repealed.Battin said that filers should not be discouraged if the refund is immediately denied because it will take a year or more to overturn the tax. The requests will be kept on file.

Sounds good in theory but I doubt it will have any effect. The increase in the VLF is basically a removal of the discount we've been receiving. It's the same as if a store offered a 50% of sale for a limited time. Once the sale is over no one's gonna complain that the store suddenly doubled it's prices.
When the VLF discount was approved the CA legislature aslo added a clause stating they could repeal the discount should CA need the funds.
From the DMV web site:
Q Why is the VLF reduction ending?
A Revenue and Taxation Code Section 10754, which originally provided for the VLF offset, also provided for the elimination of the VLF offset when there were insufficient monies in the General Fund. The department has been officially notified that there are insufficient monies in the General Fund to fund an offset. Therefore, fees are being computed without the offset.
