I vote for the skateboard ramp rear spoiler!!
I'm told these are from a car club in Japan and no, most of these are not street legal and are just for show. I could certainly think of a much better use of time and resources, but whatever floats your boat... I guess.

The Japanese definitley have some interesting ideas when it comes to art. I was just talking with a fellow designer at work yesterday about the whole Japanese style. Ever catch the Japanese game shows on cable?
You gotta love the fender flares on those cars. Looks like they're made from UPS shipping boxes.
I have to think this is just some type of pop art thing in Japan and doubt they take these cars seriously as some type of performance vehicles. It's seems to be more of an exercise to see how far out they can get.
