Cops everywhere are on quota systems and with local agency revenues down they target the sinners, traffic code violators.

A city just west of Cleveland did not have freeway access but their cops would write tickets for 1mile over on the fwy. 75% of the city employees were cops and over 90% of the revenue came from traffic tickets. This city and others prompted the Feds to pass a law that city revenue from traffic violations cannot exceed 50% of the cities revenue.

I would like to see the whole city of bell in Folsom for a min 3 years in general population.

just over 150 of the City of Tustin's 300 employees are in the police dept.

^^^Good article. Penalties for white collar crime are disproportionate because it is the people on top(w/legislative influence) that commit and benefit from those crimes.

My hometown of Baldwin Park is also under investigation for kick backs that Royal Coaches (towing co.) was paying to the police department per vehicle tow.

I don't blame the underpaid(IMO) police officers but the "system/culture" that forces an honest officers to fill quotas.

IMO they are paid very well. If they are not aware of the safety/quota issues before going to cop boot camp they should by the time they get out.

I personally have quit companies and dropped clients that wanted me to do what I considered shoddy work, cops could do the same if they wanted to. I haven't known many cops personally but the 3 I did get to know and were actually good cops all left patrol and got into juvenile police work.
