Rear brake 1LE/89 conversion to PBR

I am in the middle of converting my rear brakes on my 87 to a 1LE/89 PBR setup.

Which side is up? Is the emergency brake bracket on the top or the bottom?

Also FYI, if it is the bottom (which I assume it is) the emergency brake bracket hits my LCA relocation brackets. I can grind the emergency brake bracket a bit to make it fit.

Thanks!
