Weak Brakes

hi, i just put new pads on my 84 Z28, and its worse than before, the pedal goes to the floor and will not lock up the fronts on dry pavement, my boss helped me bleed the brakes starting with the passenger first and the drivers, and it didnt seem to help at all, so we bled them again and still the same, (he knows how to bleed brakes, he did my coworkers and his ride stops great)
so im wondering what the problem could be, i have good vacuum i think, 9" at idle any help would be greatly appreciated, The Z can haul ***, but it cant stop fast. so its kinda dangerous...

If you have rear drum brakes, check your wheel cylinders to see if there leaking. That's what happen to my jeep when I replaced the pads and rotors. I bleed the brakes and it still felt soft. I had a bad wheel cylinder. Also did you machine the rotor to get the glaze off the rotor surface. Lastly, maybe your brake lines are sweating. On my TA, my brake lines are original and you can see that when they get hot after driving they swell and sweat brake fluid.
