Sensitive Brakes???

Hi just got 88' camaro 305 tbi, and I have a question about a weird brake problem. When I push the brakes down nothing happens for like the first 3 inches, but then when I push past that it brakes really hard. Which means I can't come to a smooth stop, but more of a lurching stop. What do you think the problem could be?

Engine: LO3 with Comp Cam

Transmission: 700R4

Axle/Gears: 4th gen rear

Take it to a brake shop and have the brake system bleed.
