Bad power brake booster ??

Bad power brake booster ??
Pedal seems to travel furthur than normal and no amoint of effort will lock the brakes. The front rotors are smoothe and about half of pad thickness is left. Rear shoes and wheel cylinders are new. Rear drums were turned. Could this be a bad booster and is there any way to test? Thanks

Axle/Gears: 3.27 9 bolt
a bad boster can make it hard to press the pedal. bad master cylinder is what it sounds like. also, make sure the rear drums are adjusted properly. will contribute to a low pedal.
