Steering box set screw

I am trying to adjust my gear box with a torx but was wondering if i have to loosen the 5/8 nut below it first before i can move the set screw?

Yes. That's why they call it a "jam nut".

That nut is really rusted. can i torch the jam not with out hurting the box?

thanx for the help on the jam nut i didnt need to torch it just had to use some muscle and wow the steering is so much better. U guys are awesome.
