what are you talking about welding not allowed?? Maybe you should change your information source...
I've lived in montreal for 18 years, now I live in quebec city and I've never heard that welding is not allowed... The law in Mtl says that you can't modified the structure of a street vehicule but you can reinforce it even by welding in SFC or roll cage... you can't modified original security device either (removing the original belt in place of a 5 point with the rollbar, removing airbag etc etc) if you add a 5 point, you need to wear the original 3 pts belt over the 5 pts...
Weld you're sfc and don't worry about it, you'll never have problem with them (at least from the police)
