Where do spacers go?

Do the wheel spacers (I'm assuming that's what they are - big flat doughnut with five holes) go on the inside or outside of the brake drum?

Ya, that is one of my cars, the 88 Formula.
Those are 2" spacers that are for the front wheels of my Trans Am. We were seeing what my brothers 17x9.5 GS wheels would look like on my Formula so we put the spacers on the pass side and mounted the wheels.
