can the front struts "freeze" in the extended position?

can the front struts "freeze" in the extended position?
i've had my z torn apart for a few months now, with the struts either off the car or hangin' off the strut towers. today i put the tires back on and set the front end down on ramps but the struts apparently did not compress at all - they're still "stiff legged". i still have to take the back end down off jacks but when i do i was going to try to "bounce" the front end by jacking it and letting it down quickly to try to break them free or am i just wasting my time and need to replace them?

take it for a spin around the block and they should go down. i know when i jack up the front of my car and then let it back down the front end doesnt go down until i drive it a bit since the front end suspention is stiff.

i think its also becuz the front springs are alot stiffer then then the rear spring are and then if u have good struts takes alittle riding to bring it back down.
