How to measure rim width?

How to measure rim width?

I just bought a set of replica Iroc rims they advertised as 18x8 but when I measured them it read 9 inches instead of 8. My question is I'm I measuring them right or do I have to measure the inside groove of the rim to get 8 inches?

Also what is the widest tire that can be put on a 18x8 rim or a 18x9 rim?

I'm not sure how they measure rims, but I would guess it's inside grooves because that's where the tire fits, so see what that measurement is.

I'm running 245/45s on a 17x8" rim, but I would do a as it's been covered before.

you measure from right below the beed to the other side. that is your width
