Any way to modify backspacing to pass inspection in NJ

When I bought my car it had a set of Outlaw rims on it, 8" front and 10" rear. At the time it had used skinnie tires so I didn't really see how it pushed the tires out. I'm working to get this car back on the road, so I put some new Radial TA 275/50-15 on the rear. Now both sides stick out maybe an inch, or less, from the side wall to the flare.

Is it possible to have a machine shop maybe mill down the backside mounting surface? I'd have an aluminum spacer made up to put on the outside.

Anyone in NJ know exactly what passes inpspection, i.e. is it OK for the sidewall to stickout?

Couldn't you just buy a set of cheap stock rims and tires, for inspection purposes only?

x2 go to the junk yard and pick up a set of steel wheels with decent tread to pass inspection, they dont care if your wheels are pretty.

Well thats what I thought about doing for the inspection. I think I'm going to run into trouble with them rubbing and it doesn't look right. Guess I'll have to start looking for new rims.
