so i went for inspection to day and the guy lifted the can and said i have dad wheel rock like wtf is that he showed me and it looked as if the wheel was very loose the bolts are torqued to spec and everything but what cause both wheels to shake like that

Your car originally has spacers ?
Are torqued right ? , check it out , IIRC , there's different torque settings for the different stock type rims , for example IROC alum rims. are torqued diff than the Z28 wheels.

I assume you mean a front wheel, if you've got a rear wheel that rocks like that, then your axle bearings are shot. On the front end, there are several things that can cause the wheel to have play in it. It's easier to pin down if you jack up the front and remove the wheel, so you can see which parts are moving. I would suspect a steering part (inner/outer tie rod or center link), or possibly a worn upper strut mount.
