Can't remove Pitman arm from relay rod!!

Can't remove Pitman arm from relay rod!!
Is the only way I can get it off to use the special pully tool? I am removing my steering box becuase i am going to repair my majorly cracked to hell frame rail and that is the only thing stoping me right now. Someone please help!!!
