There is a star adjuster in the drum brakes. Go through the window slot to adjust it with either a screwdriver or buy the brake adjusting tool at auto parts store. Adjust it until the brakes begin to drag. There was no provision to adjust the e-brake cable itself on my 90 RS. But the older style had a threaded center rod at the saddle that connects to the 2 brake cables. If yours is that style then it can be adjusted there. It is easier if you disconnect the driveshaft from the rear end and let it hang down out of the way.
