Sounds like the bolts have rusted to the sleeves inside the bushings. First thing I'd try would be a bigger hammer.

What about a big & strong c-clamp? You could put the thin end of the c-clamp on the threaded end of the bolt. Then, put a large socket between the bolt head and the screw part of the c-clamp, so the bolt head can be pushed into the socket. Then, start tightening the clamp down.

But, be careful... I don't know if a big c-clamp can explode if those bolts are really rusted solid... maybe some persuasion on the c-clamp with a hammer would shake the bolt free from the control arm.

You could also always cut the head off, and hammer the bolt towards the inside of the car- but then there's no turning back... at least now, you can put the nut back on and go for a drive...

I know this sounds stupid and I may be way off but, have you tried just turning it out? Mine wouldn't come out either untill I just unsrcewed them. It seems the threads got caught on the mounting bracket and it would spin but wouldn't pull out.
