Does the plain end of the outer shell on the MOOG lower control arm front bushing need to be flared after it is pressed in like the original bushing was?
Maybe the bushings need to be tack welded to the LCA?

No need for either.
I suspect that the OE one was made that way because it fit some tool or machine or something that the factory used. LOTS of things are the way they are for reasons like that; something that was convenient or low-cost or universal or whatever at the factory, specifically for the mfg process. But it has no "functional" implications that I'm aware of.

I puzzled over that one for a while as well. I couldn't think of a reason it was necessary so I skipped the flaring too.

No, I don't think either is necessary. When I pressed in the bushings, they were super tight and I just can't see what forces applied would make the bushings shift. These bushings are as tight if not tighter than any other I've pressed in any control arm and no other vehicle I've worked on has required flaring or tacking. I'm confident mine will be fine just pressed in.
