89 firebird tierod rubbing the factory rim

I have a 1989 firebird formula that was a daily driver for a few years. It has sat for about a year now. every one in a while I pull it into the shop to do a little body work. the last few times I moved it I heard scrubbing on the passenger side. I pulled the wheel and there is a gouge in the rim from the tierod. checked the bearing and breaks everything looks good. just wondering where to look next. nothing has been modified or changed, its just started doing it. Has anyone had this issue?

The wheels are specific front and rear, you have a rear wheel on the front.

Clean your wheels. They say front or rear right on them.
