idling up and down is normal. Check the codes in the tech section.

Im not sure about your code but the surging of the idle sorta sounds like a malfunctioning EGR system. Like the EGR valve is getting stuck open and inhibiting a smooth idle. does it surge and then drop really low, where it almost cuts off?

The egr isn't commanded to function till consistently high rpm. 2000+ usually. Sounds more like you have a vacuum leak to me. Check the IAC for leaks.

That is true slade, but sometimes the components malfunction and the valve is stuck open at idle, letting the gasses enter with the air and fuel. My egr was at one time stuck open with a big chunk of carbon. If you have a vacuum pump you can test the EGR system and you can also test the engines vacuum, like slade said. It may also cause part of your your problem.

Mine used to surge at idle until warm.
It was a vacuum leak at the base of the throttle body.
