Extra vacuum line, what to do with it?

Ever since I installed my open element air cleaner theres been a vacuum hose on the front of the TBI unit that my friend just plugged with a screw and said dont worry about it.

do I have to run a vacuum line from the front of my TBI unit to the port on the vAFPR,if thats what it is? maybe this is the source of my car running ****ty??

It goes to the air cleaner to open the door on the inlet. It is not needed if you have the open element. Just plug it up. If it is leaking yes your car will have a vacum leak and run crapy but if it is plugged it will be fine.
