CA RS can't pass smog...HELP

CA RS can't pass smog...HELP
Friend's 92 RS horribly failed CA emissions. He has changed the EGR, EGR Vaccum solenoid, Cap/Rotor, plugs, wires, O2 sensor, MAT Sensor, fuel pump, fuel pump relays, oil pressure switch, rebuild throttle body, no vaccum leaks, Edlebrock Headers, High Flow Cat, 3"intermediate pipe, and flowmaster muffler.
Here is a brief run down of the #s
HC(PPM) = 252 (MAX 108) @15
217 (MAX 83) @ 25
NOx = 1888 (MAX 1020) @ 15
1486 (MAX 880) @25
CO2 = 12.1 @15
12.2 @ 25
CO% = .43 (MAX 0.71) @ 15
.22 (MAX 0.58) @ 25
Please give me some ideas what to do/change next, thanks!

Thanks for the suggestions NJ Speeder, the additional problems are that his RS is appearently running way to rich!
And his timing is set at 0 degrees

Don't forget the basic's...
Clean oil
stock temp stat
Get the car hot before the test. Get the temp up to about 220 then cut the car off and it sit. It should still be nice and hot when they test.

Done all that as well, car doesn't get to hot (temp gauge indicates 160-180) he has changed the oil and the thermostat, still no luck
