Factory Security and no Idle...'89 Formula

Factory Security and no Idle...'89 Formula
OK....I'm not well versed in these cars, so I'm lost.
As stated, I'm dealing with my stepdaughters' '89 Formula Firebird. 305, TBI, Auto trans.
It has the factory security system in it....of COURSE I don't have the keys!
I DO have an '83 'bird for parts). Will a simple swap to the '83 steering column bypass this thing, or is there something else I need to know? How does it work, and what does it do?
Would this have anything to do with the fact that when I DO manage to fire it off, it won't idle. 3 grand or better, pumping the throttle, will keep it going....anything else, and it just dies.
No, can't check codes...this is the first time a battery has been in it in over 3 years.
