Need Help Quick!!!!!
This question is about a 1994 c1500 with tbi 350 and 4l60e. I put a new motor in over the weekend.
Heres what i got;
4 bolt main suburban block bored .030
forged pistons 9.5 comp
zz4 cam 1.6 rockers
holley tbi intake
holley 670cfm tbi
custom burnt chip from street and performance
mild port job on heads
The problem;
I started the motor for the first time it ran very rough and was pouring out black flood smoke. I drove it around the block and pullled the plugs they were fouled. I installed a new set only to foul the out shortly after. I could not get the timing set because the motor would not idle long enough by itself for me to do so.
What is causing this? What can i check? Any suggestionS?

Fuel Pressure
Your fuel pressure regulator mite be the problem. To much pressure would make the engine run rich.

check the distributor....
make sure your cap coil & rotor are all up to power. Sounds to me like you need a better coil.
I think that the MSD blaster coil could to lots of good in your case.

i got it running today, but it will idle fast for a while then bog down and flood itself out. It has no power at all, but the timing is set right on the money. I can drive it but it drinks gas. I turned the regulator all the way down didnt seem to help much though.
I dont know how to set the regulator where it needs to be, anyone help!!!!
I also put a scanner on it it read code 13 which is suppposed to be o2 sensor but it is new. Also the check engine light is blinking very very fast when the motor is running and when it is not!!!!
Btw i have a brand new accel coil and proform distributor!

Disconnect the battery.
Find your ECM and put your stock chip in.
Run the car.
It could be that the chip is crap.
Another thing to do is adjust the pressure on the Holley using an allen wrench.

Did street and performance have your car when they burnt the chip for it? What are you swapping from? What is your timing set at? Have you driven the car long enough to warm up?
Did street and performance burn your chip without having access to the car, if they did I would take it back and have them tune it. I have been burning my own chips and I don't see how people can burn custom chips for cars that they don't have access to.

Fuel Pressure adjustment is right here:
You will have to remove the brass cap on the top. Drilling through it with a small drill bit and using a finishing nail is how I got mine off....

Be carefull not to run the engine too much with it so rich. You could fuel wash the cyclinders which is a very bad thing. Also you may need to replace the O2 sensor even though it was new when you put it in. As bad as your plugs looked your O2 sensor has to look just as bad.
i found a small problem tonight, the vacuum line from the map sensor was hooked to the wrong place on the tbi i hooked it to the back where it goes and the truck started running normal again it just does not have any power. Can my plugs and o2 sensor be shot from the rich running to a point where it is not drivable? also can the cts have any thing to do with it?
One more question how do i hook a pressure guage to a tbi??
