Carb manifold with tbi adapter smog friendly?

You guys all seem to say the TBI units work better on a carburator intake with a TBI adapter. I plan on running this setup on my 90' 454 if the smog guys in CA wont care. Anyone have any experiance?

If you get the one with egr I think it will pass.

Yeah I plan on getting the one with the EGR. I better ask the ref before I spend $380 on a polished aluminum intake though. Thanks
