tbi fire!!!!

Hey I was hoping someone can point me in the right direction.
just finished putting together a 350 tbi motor and i am having problems getting it started. it seems to chuggle a bit like it wants to start but just wont kick over. i am getting plenty of fuel and plenty of spark. at one point when i was cranking it over about a 1 to 2 foot flame shot out of the throttle bodies. i double check plug wires in right order, distributer is ok, everything appears to be correct. any body got any ideas on why this wont start up. i am sure it is something that i am missing
