89 LO-3 strange dying problem

Car: 1982 Trans Am & 1982 Corvette
Engine: L-98 with LO-3 induction. 350 CFI
Transmission: 5 speed and vette has 700r4
Axle/Gears: 373's in T/A .. vette unknown
89 LO-3 strange dying problem
I am at a loss on this one, perhaps some of may have come across a fix for this.
it's a 1989 camaro with a V-8 and TBI.
prior to the car dying heres some things it does, stumbles very badly, then I smell a extremly strong odor of fuel, gas tank then has what I think is a extreme amount of pressure.
after all this happens no fuel will come out of the injectors, until the car has sat for like 45 minutes, then it fires right up.
is this VATS, bad fuel pump, emmisions controls .... yada yada yada.
oh and the cars check engine light works but never comes on so that is making things harder to find whats wrong

This is probably a long shot here, but it's a thought. When was the last time you checked the charcoal canister (if installed) and the vent check valve going to it from the gas tank. There is also another vent valve on the car frame by the left rear tire.

I've disconnected the tank vent line that goes to the charcoal canister, it can be blown through, the car has also been run without this line connected and it still does it. charcoal canister also has nothing in it.
Ive seen this white valve by the tire and will change it as well.
as for the ignition system the car gets spark when all this happens.
