Did I make a good decision

I just bought one of these from jegs:

It was only 20 bucks, not a big deal if it doesnt do anything.

possibly, but you will want too look at where the spray pattern is when you install it.

I just installed one when I put on my Edelbrock Performer TBI and rebuilt my TBI unit. Supposed to allow a little more air into the TBI bores. Can't hurt, might help with gas mileage, but I doubt you'll notice any horsepower gains.
