Possible to test IAC not plugged in?

Possible to test IAC not plugged in?

My IAC is not working correctly and Im not sure if its bad (not moving at all), or if I have my wires not spliced in correctly. Is there a way to test it not plugged into the TBI?

Also, if it does move can I assume that it's working correctly, or eventhough it moves it might still be bad?

edit - just saw the article for adjusting the IAC, I'll try that and see what happens. Thanks and sorry for the post
