Fuel Pressure and Timing. I think I'm going crazy

I'm seeing some REALLY weird behavior in my 93 K1500 Pickup.

First off, Fuel Pressure.

I've modified the fuel pressure regulator so that I can get more pressure. Got it all the way cranked so that the spring is compressed as much as possible. I've got a Walbro 190 in-tank fuel pump and a fuel pressure gauge plummed into the TBI inlet port. The pressure is all over the board. It will range from 10 psi to 17 psi. I can't find any pattern. Could this be related to the battery not giving the pump enough power at times? Seems like it shows more PSI right after I take it off the charger.

Secondly, timing.

I'm having a problem with my motor bogging down really bad when I stomp on the gas from a stand still. I've changed everything that I could think of outsite the motor. Here is the part thats driving me crazy. I've got the timing set at 12 degrees BTDC and I though that was too much. I dropped it down to 4 degrees and it didn't make a difference. Cranked it up to about 16 (not sure because my timing tab only goes to 12) and it ran a little better. I'm thinking it needs to go up even further, but I'm scared because I don't want to screw the motor up. I can't hear any pinging, even when I hook up the wire that lets the ECM advance the timing. With the wire hooked up it must be at 20 Degrees BTDC at idle. I can't believe it isn't pinging.

Am I crazy? Has anyone ever added that much timing and not had the motor ping? I'm running 93 octane, which will allow for more timing, but this is crazy!

Any feedback will be appreciated.

that may be part of the problem. set it to 12 lbs and see if it is stable. maxing it means you may not have a regulator any longer and has no room to adjust. check top down solutions for one step stronger spring if that is what you want.
