Fuel Meter Cover - Is this normal?

I'm having fuel issues. I am getting good fuel pressure up until the throttle body. I took off the fuel meter cover and when I looked in the pressure regulator I noticed something in the passageway. I am not sure if it is suposed to be there or not. Here's a picture of it:

Its A cap, Gm put there so you/we wouldnt be able to change the fuel pressure.. however, if you were to drill out that cap and remove the 4 screws you could change the Fuel Pressure. This is all Described In the One of the Ultimate TBI modifaction threads..

makes sense. Now if only I can figure out why I'm getting no fuel out of the injectors, I would be in good shape

fuses all check out. The fuel pump works, it pumps fuel through the lines. Filter I just changed. I get fuel flowing through the fuel lines going to the throttle body. But then no fuel comes out the injectors when cranking.

Speaking of the injectors, Chiltons says I need a prytool and a fulcrum to remove the injectors. Never heard of those before, what are they? And are there any fuses/relays for the injectors themselves? I imagine there is just don't know where to look.

There is One fuse Per injector, so theres two fuses..

The wires to the injectors are connected good right? I know i had to redo mine, because one of the wires was barely hooked..

Look in the front of the Manual, it has a list of tools.. The Injectors are Pressed in, I think.. The Injectors are kinda expensive.

both injector fuses are good. The connections are fine too, both are in there solid. Don't have a clue what to look for next really.

Spark is fine, I have all new spark plugs and spark plug wires. As far as grounds go, I think they are ok. I know the one next to my battery is kinda flakey but I am not too sure on the other ones. I would have to find them and check.

Well I've narrowed it down to the fuel injectors. That's pretty much the only thing it can be from what I can tell
