I've gathered up enough cash(I believe) to swap in heads, cam, and manifold. Im not going to this right then but I would like to know if i use S/R torquers, lt1, and tbi manifold would keep me emissions legal. If so then i would considered this move a bit more than an L98 swap.

The heads and manifold you mentioned should be emissions friendly assuming they have the EGR provision. Not sure about the cam though.

Should be fine as far as emissions is concerned but I would put a 180* thermostat in before I did anything. It is not good to run without one in at all.
