Nobody.
383 TBI's on 3rd Gen are a thing of fiction. If you want to find guys with 383 TBI's go to Full Size Chevy Forums.

Sounds like people are having alot of trouble tuning these. I suppose its because the tables are so far from stock they have to re-write everything.
Re: Any TBI 383's out there?
I wouldn't say "alot of trouble" but it is challenging. 383, Dart heads, headers, bored TB, Edelbrock intake, all these mods would be challenging to tune on a 305 or 350 as well.

Re: Any TBI 383's out there?
I was going to build a 383 stroker for my truck but ran out of money so I stuck with a cammed 350. I'm actually glad that it worked out that way for now because my 350, with a cam and headers (everything else is stock) is still difficult to tune. I'm just starting out, and I don't know if I'd ever have gotten a 383 with aftermarket heads to run well enough.
With the experience I have now, I have no doubts I could make it run. It's a big step and if you can practice on a milder engine that isn't radically different from stock then that's the best.
