My 92 RS (was a 305,now 350)has Edelbrock Performer TBI Intake,Ported Turbo City Throttle Body and Adjustable Fuel Pressure Regulator,Open Element Air Cleaner,SLP Stainless Steel Headers,3" Cat,3" Flowmaster Exhaust,MSD Blaster GM Coil,Accel Billetech Distributor,MSD Wires,Crane Hydraulic Roller Cam w/.429/.452 Lift and a Custom Chip from Ed Wright at Fastchip.
It passes smog with only a change of the air cleaner(for the visual inspection), in California.(technically, the fuel press regulator and chip are not 50-state legal, but still, it passes).

I live in Jersey, I passed my inspection through the STATE! I didn't have EGR, didn't have the air pump, nadda, I did however have a cat converter and a lean eprom which helped me pass. The guy popped my hood, looked, laughed, shook his head and gave me the okay. I guess they overlook the stupid stuff if it passes the sniff test. I bet he didn't think I was going to pass, hehe

And you don't even have to go to the referee!
As this was an option on our cars(f-body).

I figure it this way: If my car passes the sniff test....it's good for the street. Think about it, there is a reason for the sniff test, no reason for the visual. What are they going to say after you pass the visual. That it's not safe? Pleeeez
Do the right things and do them without calling attention and you shouldn't have any problems.
TPI is a good idea, but I can think of $500 for an intake, exhaust and cam swap which would make me faster
I must admit, TPI has some awesome low grunt. I bet you could pull a house with a TPI engine
