GOT CODE #21 FOR DIAGNOSTIC

When i connected the diagnostic tool the code was 21 does it mean it still has problem with the vaccum leak or is it the problem with tps or ecm??

Code 21 is low TPS voltage. TPS could be misadjusted, shot, or wires could be shorting out.

I'd check the wires first.. when I bought my 88 it ran like hell and popped code 22 (high TPS voltage) because of the tps wires sitting on the valve cover and shorting when the engine was hot..
