rpm's sloppy

When I put my car in drive the rpms dip from 1000 to the range of 650-800.How can I get my car to idle at 1000 rpms at a stop and what does this dip usaully indicate.

Im grateful for your response but can you please elaborate alittle more......but y dip down soo much......doesnt a car turn off when it gets too low?
