The Michigan State Police went 128 mph in a LO3 Caprice 9C1 (the copcar 9C1 lacked the 108 civilian speed limiter, and had H rated tires), so 130 isn't unreasonable with exhaust and CAI changes. IOW it's possible but only if the speed limiter was deleted or if you already stated with a VZ2-equipped 9C1 Caprice.
To go as well as your friend's LT1 95 will take a lot of effort & smarts. It can be done but it's probably more $$ and effort than it is worth.... and if you new to this, you are a very long way from getting there.
Finaly, no simple list of mods will get you there. You need engine mods and serious ECM tuning work. And before you even go that far, a lot of reading the stickies at the top of this page's topic listing. Reading those will tell you how you can get 300+ fwhp even from a 305. It's been done, but it was done by people that have a lot more experience & tools.
Besides the engine issues, Bcar specific stuff is best described here:

If you won't wade through the reading, and won't spend the time/effort to learn the DIY route, you would be better off with an LT1 model. HTH.
