Another TBI surging problem

Another TBI surging problem
I have searched and didn't find my problem, so I am looking for your help.
I have an 88 Iroc (LO3).
I bought a TBI rebuild kit from CFM Tech a while ago. Today I finally got around to doing the rebuild. I thought it came apart and went together very easily. I also ground down the "wall section" around the inlets. That came out very well and everything is smooth. When I was done grinding I used my air compressor to blow it out and then used brake cleaner.
Got everything put back in my car and it will surge (900-500 rpms) a few times and then die. The fuel pressure is 9 psi.
Everything worked fine when I took it apart. She ran like a champ.

Only having 9 psi is your problem. Did you replace the FPR spring or diaphram(sp)? You should have 12 or 13 psi for the L03 if I am correct.

yes, I replaced all of the seals, o-rings, gaskets and diaphram. I will double check the fuel pressure.

I would double check that the diaphram is correctly installed. I have heard if the diaphram is installed upside down it will cause similar problems.

Thanks for all of the tips.
I double checked my fuel pressure guage (installed in line, in the rubber hose section that is between the hard lines on the wheel well), and it is reading 9 psi. I installed the diaphram with the cup side towards the spring.
When I disconnect the vac. line that runs to the MAP sensor, it will idle constant but high (1100 rpms). I bought a new MAP sensor, when I plugged it in, I still had surging. Trouble guessing at this point.
From what I've been reading, I think my IAC is bad. Got a new one coming soon.
