Stage 4 Porting of a TBI 350 193 Head
I ran across this guy on youtube that did what he calls a stage 4 port on a set of 193 TBI 350 heads. He is up to Part 5 just on the ported 193 TBI heads.

I don't know about his work, but to me, he was pretty informative.

Most people HATE this head, but when done is a stage III.5 version, it gets about 60 more Ft. LBs. and about 4 to 6 more MPG. This was done in conjunction with a custom HeadBytes camshaft, and Edelbrock TBI intake manifold.
HOW MUCH of that increase is due to the cam and manifold (First guess: 95%) and how much is due to the grinding of the ports and chambers (First guess: 5%)
Polishing the swirl-port turd may provide minimal gains, but you'd be farther ahead to drop-kick them directly into the recycle bin, and put your time, money, effort, and enthusiasm into '96-up Vortec, or other aftermarket heads instead.

So he changes the cam and intake manifold--both of which are known to be utterly lame in stock form--along with the head work, but he only specifies the improvement of the combined modifications.
