Does this round gasket go under the air cleaner or under the round cage on TB cage?

I was convinced it went under the round cage (first picture) but then I noticed the old crusty gasket under the air cleaner that's the same size. The instructions don't say.

It is supposed to go directly on top of the throttle body.

Need two gaskets, one on top of the TBI unit and one on top of the spacer ring (cage).
