what cable am i hitting?

what cable am i hitting?
with my dropbase air cleaner im hitting the top cable...what cable is this? its the one that moves on that peg (techincal trm) well anyways what cable is that and what does it affect if its being pushed on?

the top cable is the throttle cable. won't do much if it isn't pushing the cable down enough to open the throttle at all. but i would not recomend leaving it that way. sounds like a formula for a hung throttle to me.
