EBL VE Learns - % Never Exceeds 10% ??

EBL VE Learns - % Never Exceeds 10% ??
Appears the highest VE Learn % I get is 10% yet when I capture the "learned" table I'll get another 10% in the same cells. This can happen multiple times. Why am I not getting 30-40% corrections on the initial learn? This normal?

Besides you would not want to make that big of a change at once. More learns with smaller adjustments will get you where you want to be more easily.
I made a spread sheet for the LS based PCMs I tune in Excel. I use 1/2 of the error value to drive the VE adjustments when the tune is far off and drop that to 1/4 of the error as the tune gets close. Sometimes a very minimal VE table change or MAF table change can make a relatively large change in fueling.

Assuming you are learning from long term fuel trims, BLMs it has to do with BLM limits and the total amount of fuel corrections.
Besides you would not want to make that big of a change at once. More learns with smaller adjustments will get you where you want to be more easily.

Learning from NBO2 - that looks at BLM trims to develop corrections?
So after 10% corrections are captured in a bin successive VE learns against the corrected bin of another 10% are not unusual? Roughly, when should I start to see the % come down?
And (sorry for all questions) Is there a point where I should factor the entire bin down like (for discussion) 30% (or whatever I'm getting in total) and restart learns?
