Code 15 Troubleshooting

Hey everyone, got a strange issue and I need some help.

The Car,
1992 RS, 305 TBI w/ 5 speed manual transmission. Everything is stone stock, and had a good tune up and other maintenance done.

The Issue
The car is giving a code 15, coolant sensor - low temperature fault. I've researched the common symptoms people report and it's doing all of it. The rough running, wont idle while cold, and after it warms up it idles fine. Now the interesting part, I changed both the coolant temperature sensor (the one in the intake manifold, front center) and I put a new plug on the pigtail cuz the old one was awful rough looking. Post new parts, it's still doing the same thing. I've also tried unplugging it just to see what it would do and same thing.

So any suggestions?
