Re: starting problem
1. Where are you from?
2. What is the fuel pressure when the engine won't start?
3. Do you have spark when the engine won't start?
4. Connect a scan tool, read all the codes and more important, look at the data stream for anomalies.

Re: starting problem
If your fuel pressure is good, I would suspect clogged fuel injectors. A lot of the aftermarket fuel pumps are junk so if you can stick with GM on the pump.
The injectors on the TBI get sticky and have trouble starting but once you get them going they will usually work ok, that is where I would start personally if you have no codes and all the new parts are good (test them don't assume).
