Injectors not firing

Engine: 6.0
Transmission: 460LE
Injectors not firing

I am swapping in an 89 L98 into my 85 IROC. I used an 87 harness (from 305 tpi) to replace my 85 harness. I have an Ed Wright chip for the 89 computer to override VATS. All power is on and and the fuel pump is priming when the key is turned. However the injectors are not firing. I am clueless.

If its not the VATS (still suspect IMO) then check to make sure the distributor and wiring is correct, it needs a reference signal before it'll fire the injectors.
