AC/Heater only blows from defroster-windshield vents....why??

AC/Heater only blows from defroster-windshield vents....why??
When I went from EFI to carb on my Girlfriends camaro, I think a few vacuum lines got left out and now the AC only blows out of the vents near the windsheild.....how can I rig it so they only blow out of the forward facing vents?

There's a hard plastic vacuum line that runs underneath the lip of the firewire (above the distributor) that is the main line to the control box inside.
GM designed the system such that if the line was broken then the cars would still have a defroster.
