Could A radiator cap cause this?

Could A radiator cap cause this?
My car has been getting warm lately.....
I checked the coolant level today and it was very low.... I refilled it with water.
After driving the car around for a while, I opened the hood, and no coolant was in the overflow bottle, yet the car was at the normal operating temperature, so something should have been in there.
On the Stant radiator caps, there is a lever that releases pressure, when I pulled the lever up, it released pressure and coolant began to flow into the overflow bottle.
I can't find any other points of leaking in the coolant system. Nothing obvious anyways.
So my question is this:
Could the radiator cap be blocking the hose going to the overflow bottle and cause the system to be building up pressure, and allowing the coolant to escape through the cap somehow? And could that be causing my coolant level to decrease??
Has anyone experienced anything like this?

Go to Autozone (or equivalent), walk over to isle 4, and buy a 17lb radiator cap for $5.99 or so. If it isn't the specific problem asked here, you're only out $6 and you may have at least delayed or solved another problem...
