So, with hot weather comes dead batterys.. I jumped a small GM car last night ,and after 15 mins it hardly cranked. Added a little water. No go. I'm sure the battery pulled away all the juice I was passing, Question ? Can you jumper cable directly to the other cars battery cables bypassing the dead battery?

You can, but the cables typically can't carry enough current to do the job. With large gauge cables (small number) and a small jumped engine, you might get away with it.
